On December 18th, the 2025 Textile Military-Civilian Dual-Use Technology Development Conference was held in Beijing. Sun Ruizhe, the Party Secretary and President of the China National Textile and Apparel Council, said in his speech that deepening the dual use of military and civilian purposes, transforming the "height" of military use into the "breadth" of civilian use, and converting the "warmth" of civilian use into the "strength" of military use, is an inevitable requirement and strategic choice for anchoring industrial positioning and implementing development goals. Looking to the future, the textile industry needs to take a higher position and more practical measures to promote the in-depth development of the dual-use of textile for military and civilian purposes. First, it is necessary to adhere to strategic guidance and make plans for system integration. Second, we must focus on key innovations and make efforts in hard-core technologies. Third, we should promote two-way transformation and make efforts in value creation.

In his speech, Professor Yu Jianyong from Donghua University stated that to meet the demands of complex and extreme training environments, textiles are constantly evolving towards lightweight, high reliability, and resistance to extreme conditions. Special demands continuously drive the textile industry to achieve innovation and breakthroughs in high-performance fibers, composite materials, nanomaterials and other fields. Yu Jianyong proposed that independent innovation is the fundamental driving force for the development of dual-use textile technologies for both military and civilian purposes, and integration and collaboration are the key guarantees for the implementation of such technologies.

Yang Liu, director of the Textile Division of the Department of Consumer Goods Industry of the Ministry of Industry and Information Technology, suggested in his speech that efforts should be made in four aspects in a coordinated manner: First, strengthen top-level design, clarify development goals in the "15th Five-Year Plan", and accelerate the construction of a modern industrial system that is compatible with the development of new quality productive forces; Second, we should promote the in-depth integration of scientific and technological innovation with industrial innovation, give full play to the role of innovation centers at all levels, focus on joint research and development of key technologies, and accelerate the transformation of achievements. Third, build a platform for supply and demand matching, promote the two-way transformation of military and civilian standards, and lead high-quality supply with new demands. Fourth, foster a favorable ecosystem, encourage financial support, deepen the integration of industry and education, publicize typical cases, and create an atmosphere for integrated development.
