On April 9th, the "EU Product Digital Passport Policy Interpretation Meeting" was held in Xiamen, jointly organized by the China Textile Import and Export Chamber of Commerce and the Zhongguancun Industrial and Information Technology QR Code Technology Research Institute. The meeting, with the theme of "Unlocking New Opportunities for Green Trade and Creating a Future of Compliance Operations", brought together customs technical institutions, international standard organizations, testing and certification agencies, and industry experts to provide authoritative interpretations and systematic solutions for textile and apparel export enterprises to cope with the new regulations of the EU DPP.
Zhang Xian, the vice president of the China Textile Import and Export Chamber of Commerce, stated in his speech that currently, China's textile and clothing exports to the EU have maintained a strong growth rate. However, with the EU's Digital Product Passport (DPP) regulations set to be fully implemented in 2027 and covering all categories of export products including textiles and clothing, it will pose new challenges to the data governance, supply chain transparency, and cross-border compliance capabilities of Chinese foreign trade enterprises. The simultaneous implementation of the EU's ESPR and DPP regulations also marks that the global trade rules are undergoing a profound reshaping.
In response to this new situation, the chamber of commerce will take the initiative to act and collaborate with authoritative institutions such as Zhongmao Academy to establish a public service platform that integrates policy interpretation, standard transformation, and tool application. This platform will effectively help enterprises reduce compliance costs. He called on all enterprises to actively incorporate the relevant requirements of DPP into the entire process of design, production, and management, transforming the compliance pressure into green development competitiveness, and further consolidating China's textile and apparel export industry's high-end position in the global market.
Wang Nan, the vice president of Zhongmiao Institute, pointed out in his speech that the essence of the product digital passport is to use a unique and trustworthy identifier as the carrier to achieve transparency and interoperability of data throughout the product's entire life cycle. It is a key infrastructure for reconstructing the trust system of the global textile supply chain and industrial chain. The MA identification system independently developed by Zhongmiao Institute has been recognized by international organizations such as ISO, CEN, and AIM, and in 2025, it will release the global first universal framework for product digital passports (MA-DPP), which can support the full-chain data connection from raw materials, production, logistics to recycling. Zhongmiao Institute is jointly working with domestic industry organizations and customs technical institutions to promote the technical mutual recognition of MA identification and the EU DPP central registration system, so that the "digital identity" of Chinese textile and garment export enterprises can stand firm and be smoothly used internationally, and to serve the stable operation of the global industrial chain with the Chinese technological foundation.
Expert Xu Chang from the Technical Center of Chengdu Customs provided a detailed interpretation of the operation mechanism and work plan of the EU product digital passport. He systematically analyzed the core requirements of the DPP framework under the ESPR framework, including the data structure and access permission classification. He also focused on analyzing the main responsibilities of enterprises in each stage of the product life cycle, helping the participating enterprises clearly define their legal obligations in data creation, authenticity guarantee, information update, and compliance verification. Xu Chang pointed out that the product digital passport is not only a mandatory entry condition for entering the EU market, but also an important strategic tool for enterprises to optimize supply chain management, enhance green management levels, and build data-driven competitiveness. He suggested that enterprises take the DPP as an opportunity to push for the upgrading of internal data governance capabilities and convert compliance costs into differentiated competitive advantages.
